هل يعتبر تلقي الدعم الخارجي مناطا للتكفير؟ ـ الشيخ المقدسي





Is taking outside support considered a valid reason for doing Takfeer Against the one who does so?

Q: Dear sheikh I see that you focus a lot on the issue of outside support so much that the fluidized ones (those who water down he religion) began to detest you, showing animosity towards you and even launching a huge smearing campaign against you, do you really believe that accepting support from the regimes is a legitimate reason for Takfeer or even an indication pointing towards it?

A: All praise is due to Allah lord of the universe and peace and blessings be upon the seal of the prophets..
“Just taking support from tyrants and their regimes” is not a cause from the causes of Takfeer (Disciplined Takfeer) and it isn’t permissible to make Takfeer only taking to account this one point if one is fully sure of it let alone when in doubt: whether this support exists or not; some people claim that this is an indication that the one who is supported is a lackey of the funding regime and they do takfeer on them accordingly; but it is still only doubt, and it isn’t permissible to do takfeer due to doubt and mere guessing especially when there are mutual interests between the factions and governments in the picture and this could sometimes be a reason for support , this in no way means that the supported is subservient to the supporter although he does stay at his mercy because of his needs (situation) and must always garner his satisfaction and stay in fear (of him cutting the aid); we deny and repudiate the right of receiving support from Tyrannical regimes for those who fight in the way of Allah and identify as Mujahideen because we have understood from reality that disbelieving regimes who fight against the religion of Allah do not give support for the face of Allah nor do they give it for free, rather there must be conditions that must be met which they impose upon the one who receives it; this is a matter of common sense even if the they deny this fact! This is made clear in the Quran, Allah says: { Indeed, those who disbelieve spend their wealth to avert [people] from the way of Allah . So they will spend it; then it will be for them a [source of] regret; then they will be overcome. And those who have disbelieved - unto Hell they will be gathered.}
The tyrants who support them hold and participate in Anti-Terrorism summits just like the rest of them so that they may conspire against the Mujahideen through such meetings; from amongst the most important of their recommendations and most imperative points in their agreements is what they call “drying up the sources of terrorist finance” and under this context they apply these recommendation by cracking down on the families of the imprisoned Mujahideen and refusing the widows and children of martyrs support, also they put behind bars anyone who gives them a hand or checks up on their needs, this is well-known and no one can argue this point except one who is fully withdrawn from reality! 
So is it possible while the circumstances are thus that they spend immensely on he who identifies himself as a Mujahid in the way of Allah and aims to establish the Law of Allah without imposing any conditions or restrictions? And do the governments who marshal the Anti-terrorism summits allow this or do their agreements and conventions that they have signed in the past deem this permissible? 
It is also very well-known that these regimes are not charity organizations and for this he who accepts their support must either be controlled by the funding regime or his policies are affected by its desires and interests; he is also subject to the pressure that it exerts upon him because every regime has its agenda in which it spends its money, it spends it to achieve a certain aim and it will not pay a dime’s worth except that its interests are in its calculations.

That being said Takfeer is not made just for receiving support or through doubt but rather due to the course of action taken after receiving the support; so If the funded takes the Tawaghit (Tyrant rulers) as allies and aids them against any Muslim group then this becomes a reason for his Takfeer, the source that brought him to this stage could be taking support and could be anything else; also if he becomes their ally due to their support for him and walks on the road that they drew for him while agreeing with them to fight for the establishment of a secular government or a democratic one(This also is a legitimate reason).
The point here is that Takfeer must be connected with the obvious and evident causes so disciplined Takfeer may be achieved and not based upon possible causes of Takfeer or out of just doubt; as for what some people use as an excuse sighting “need”, this is not a valid excuse; the evidence for this is that the most powerful factions in the Shami jihad do not take outside support and Allah has blessed the Jihad of some of them; some of them have gained power unmatched by those who receive aid…. Thus it is obligatory upon he who fights to free the slaves of Allah from the clutches of a certain tyrant then he must not subjugate himself to any other tyrant by giving himself over to him fully or partially which may affect his struggle, methodology and policies for it is not possible that a Tyrant gives finances and support except for his own interests or for the interests of his masters from amongst the big powers.
As for what some people niggle about by saying that the Taliban and Shaikh Usama bin Laden -May Allah have mercy on him- received aid from some of the regimes-if correct- then this is not legitimate evidence which makes this action permissible and justified; the actions undertaken by the companions and their successors from the best of generations is not regarded as a separate Shar’i evidence that deems- the action- Halal or Haram let alone the actions of others from those who came after them even if they are pious people or fighters in the way of Allah, this we say if we- just for the sake of argument- agree that they had really received support from ruling regimes in a direct or an indirect manner… but on the contrary we hear from those who were close to the sheikh that the sources of his finances were from his personal money and the money given by well-wishers from amongst the people who do Jihad with their wealth and not from the regimes…whether this is correct or it is as reported by the one who criticizes us and objects to our stance it must be known that equations are not answered thus nor are disputes settled in this crooked manner…Shaikh Al Islam Ibn Taymiyyah says: “one of them sees as a virtue his capability of objecting, slandering and arguing rather it is very well known that objecting and slandering is not a scientific way nor is there in it any benefit whatsoever… thus we can call the person who uses these tactics in the best of circumstances a simpleton because knowledge is in answering a question.. For this very reason you will find that If they were to argue most of their arguments would commensurate when criticizing one another’s evidence” ( Majmu’ AlFatawa 3/22)
This is my answer regarding this question May Allah’s peace and blessings be showered upon our prophet Muhammad his household and all his companions
